Why this role is unusual

Most government AI jobs in Pakistan are about using cloud APIs. This one is the opposite: PERA wants its models, training data and embeddings to stay on its own servers. The Team Lead will specify the GPU hardware, deploy open-source models such as LLaMA, Mistral or Qwen locally, and turn them into services the authority's other systems can call.

What you will build

• The local LLM stack: CUDA, drivers and inference runtimes such as Ollama, vLLM or llama.cpp, with quantisation (GGUF, GPTQ, AWQ) to fit GPU memory.
• A production RAG system over PERA's documents and regulations, with a vector database, OCR ingestion and hybrid search.
• Fine-tuned models (LoRA/QLoRA) for legal and enforcement language, with evaluation and a model registry.
• Object detection on surveillance video (YOLO, RT-DETR) and speech-to-text with diarisation for Urdu, Punjabi and English recordings.
• Secure FastAPI or .NET APIs that expose Q&A, summaries, search and forecasting to PERA's other platforms.

Requirements

• Bachelor's or master's in computer science, AI, data science, software engineering or a related field.
• At least 8 years of hands-on machine learning and AI development; government or regulated-industry projects preferred.
• Proven local LLM deployment and RAG experience, plus computer vision or speech models.
• Daily use of AI coding tools such as Claude or GitHub Copilot is listed as mandatory.
• Age 25 to 60.

Experience in a private firm counts only if the firm is registered with the SECP, the Registrar of Firms or another public-sector regulator.

About the advertisement

PERA was set up under the Punjab Enforcement and Regulation Act, 2024. These posts are filled under the PERA (Appointment and Conditions of Service for Contractual Employees) Regulations, 2026, on the Special PERA Pay Package (SPPP), which is negotiable, for an initial three years that can be extended on satisfactory performance.
