Punjab Rural Municipal Services Company is hiring for Chief Operating Officer (Operations) with 1 post in Lahore. The post is graded PPS-11 with a salary of Rs 790,000 – 800,000 / month. Minimum qualification: BE / BSc Engineering or BS / Master's (16 years). Apply by 27 October 2026.

Senior leadership post on PRMSC's rural water and sanitation project in Lahore, paying Rs 790,000 to 800,000 a month. The COO runs operations, communications and capacity building, and deals with the World Bank, P&D Board and tehsil councils. 10 years' experience required.

The COO is the project's day-to-day operator, working for the Project Director and on behalf of the Deputy CEO. The job is as much about coordination as management: tehsil councils, district governments, the World Bank, the LG&CD Department and the P&D Board all need to move together for schemes to get built.

Responsibilities

  • Supervise project activities, staff, individual consultants and consultancy firms.
  • Help the Project Director plan priorities to reach the project's outcomes and outputs.
  • Oversee the PIMU's operations, communications and capacity-building functions.
  • Coordinate with tehsil councils, district governments and other city stakeholders on needs and progress.
  • Assist in identifying and acquiring land for project schemes.

Qualifications and experience

  • Master's degree in business administration, public administration, public policy or engineering; an engineering master's should come with an MBA.
  • 10 years of relevant experience in public administration, project management, public-sector governance or infrastructure and engineering projects.
  • Of that, 5 years on similar projects or assignments.
  • With a BSc Engineering, experience counts from the date the degree was completed.
  • Maximum age 60.

About the project

PRMSC is a government-owned not-for-profit company, incorporated with the SECP under Section 42 of the Companies Act, 2017. It runs the World Bank-funded Punjab Rural Sustainable Water Supply and Sanitation Project (PRSWSSP) in 16 selected tehsils of Punjab. These head-office posts are project contracts on the PPS (project pay scale).
