Sindh HEC Indigenous Scholarship
For postgraduate researchers in Sindh. The Sindh Higher Education Commission funds MS, MPhil and PhD scholars at public and private universities in the province, at Rs 230,000 per scholar. In 2024-25 it funded 260 scholars at 39 universities.

About this scholarship
Sindh's Higher Education Commission runs a quiet but steady scholarship for its own researchers. Each year it writes to every public and private university in the province, asks for its current MS, MPhil and PhD students, and funds those its committees select, at Rs 230,000 a scholar.
The published figures show how widely it reaches. In 2024-25 it funded 199 scholars at 23 public universities, Rs 45.77 million, and 61 at 16 private ones, Rs 14.03 million. The University of Karachi alone had 54 scholars, the University of Sindh 33 and NED 25, but small institutions such as Sukkur IBA and Dawood University are on the list too.
The conditions are simple and strict: full-time research, a CGPA of at least 3.0 in your last examination, no other scholarship and no full-time job. Inside each university a committee chaired by the Senior Dean, with the Secretary of the Board of Advanced Studies and Research, the Director Students Affairs or Financial Aid and the Director QEC, recommends the names; the Vice-Chancellor approves them.

The same rules apply at public and private sector universities and degree-awarding institutes in Sindh.

Sindh HEC writes to universities
Each year Sindh HEC asks public and private universities for their current MS, MPhil and PhD enrolment for the scholarship.

Apply inside your university
Your university collects applications. Ask your department, the Board of Advanced Studies and Research (BASR) or the Financial Aid office when the call opens.

University committee
A committee chaired by the Senior Dean, with the Secretary BASR, the Director Students Affairs or Financial Aid and the Director QEC, checks eligibility and recommends names.

Vice-Chancellor approves
The Vice-Chancellor approves the list, and Sindh HEC releases funds to the university for the selected scholars.

Sindh HEC's award lists work out to Rs 230,000 per scholar; for example, 54 scholarships at the University of Karachi came to Rs 12.42 million in 2024-25.
Can private university students in Sindh apply?
Yes. Sindh HEC funds scholars at both public and private sector universities and degree-awarding institutes in the province.
I have a job. Can I apply?
Not if you are in full-time employment. The scholarship is for full-time researchers.
Is there a scholarship for bachelor's students?
Not under this programme. The Indigenous Scholarship is for MS, MPhil and PhD students only.

سندھ ہائر ایجوکیشن کمیشن اپنے محققین کے لیے ایک خاموش مگر مستقل اسکالرشپ چلاتا ہے۔ ہر سال یہ صوبے کی ہر سرکاری اور نجی یونیورسٹی کو خط لکھ کر اس کے ایم ایس، ایم فل اور پی ایچ ڈی طلبہ کی تفصیل مانگتا ہے، اور کمیٹیوں کے منتخب کردہ طلبہ کو فی اسکالر 2 لاکھ 30 ہزار روپے دیتا ہے۔
شائع شدہ اعداد بتاتے ہیں کہ یہ کتنی دور تک پہنچتی ہے۔ 2024-25 میں 23 سرکاری یونیورسٹیوں کے 199 اسکالرز (4 کروڑ 57 لاکھ 70 ہزار روپے) اور 16 نجی یونیورسٹیوں کے 61 اسکالرز (1 کروڑ 40 لاکھ 30 ہزار روپے) کو رقم ملی۔ صرف جامعہ کراچی کے 54، سندھ یونیورسٹی کے 33 اور این ای ڈی کے 25 اسکالرز تھے، مگر سکھر آئی بی اے اور داؤد یونیورسٹی جیسے چھوٹے ادارے بھی فہرست میں ہیں۔
شرائط سادہ اور سخت ہیں: کل وقتی تحقیق، پچھلے امتحان میں کم از کم 3.0 سی جی پی اے، کوئی اور اسکالرشپ نہیں اور کل وقتی ملازمت نہیں۔ ہر یونیورسٹی میں سینئر ڈین کی سربراہی میں کمیٹی، جس میں بورڈ آف ایڈوانسڈ اسٹڈیز اینڈ ریسرچ کے سیکرٹری، ڈائریکٹر اسٹوڈنٹ افیئرز یا فنانشل ایڈ اور ڈائریکٹر QEC شامل ہوتے ہیں، نام تجویز کرتی ہے؛ وائس چانسلر منظوری دیتے ہیں۔
