Open: last date 9 November 2026 Punjab Higher Education Commission (PHEC)
The Punjab Higher Education Commission pays the tuition of undergraduates who live in Punjab, study one of 70 selected subjects and come from a family earning under Rs 350,000 a month (Rs 500,000 at federal and private universities). Applications for Phase IV, the Fall 2026 intake, close on 9 November 2026. This guide puts the portal, PHEC's terms and its official SOPs in one place, in plain words.
The CM Punjab Honhaar Scholarship is a Government of Punjab programme that PHEC runs. It pays for a bachelor's degree, not for living costs. Here is the whole deal before you spend an afternoon on forms.
Two groups can apply, and the rules differ a little. Find your year below, then check your institution and discipline in the lists further down.
The cut-off depends on where you study and how far you are in your degree. These are the figures for Phase IV; they are the same as in Phase 3 of PHEC's SOPs.

For first-year students the merit list is built from Matric and Intermediate marks together, with 30% weight on Matric and 70% on Intermediate. A student with 95% in Matric and 70% in FSc therefore ranks below one with 85% and 82%. Marks are taken from what you enter in the form and are checked against your certificates.
Scan or photograph each one so it is clear and easy to read. Every file must be a JPEG or PNG under 200 KB, and your passport-style photograph also has to stay under 200 KB with your face clearly visible.
Applying is free, entirely online and needs no hard copy. Do it on a computer if you can, with your documents ready before you start.
Your programme must be one of the 70 selected disciplines, taught at a listed institution. If yours is missing from the portal's drop-down, ask your institution's Honhaar focal person before you do anything else.
Scan the documents above and shrink each file below 200 KB. Download PHEC's affidavit template, fill it in, and have it signed and witnessed on e-stamp paper.
Register on the official portal with your own CNIC or B-Form number and a working email. Using anyone else's CNIC leads to disqualification. Save the username and password the portal shows you.
Eligibility, Personal Detail, Address, Education, Documents and Review. Each tab has a Save and Continue button. Dates must be picked from the calendar, not typed.
Read every line on the Review tab. After you press Submit you cannot edit anything, and the application only counts once it is submitted.
The portal gives you an application ID and shows its status. Print or save the form, and keep an eye on your email and the portal for requests from your institution.
On the portal's home page, open Login and choose Register. Pick Pakistan as nationality, Punjab as province, whether you are at a university or a college, and then your institution from the list. Enter your CNIC (no dashes), email and a password. If the portal says your CNIC already exists, do not create a second account: go to Sign in and use the one you have. After you register, the next screen shows your username and password: write them down. Then sign in with those and the captcha.
This tab lists the rules you have just read and a link to download the affidavit template. Read it, download the template, and press Next. You cannot skip ahead without it.
Fill in every starred field correctly: your name, father's name, gender, religion, date of birth, phone numbers, your university or college and campus, your registration number and date of admission, and your family's monthly income. Upload a recent photograph, no larger than 200 KB, with your face visible. Choose dates from the calendar only. Then press Save and Continue.
Enter your mailing address, and tick the box if your permanent address is the same. Give the province and country. Save and continue.
Enter your Matric (or O-Level) and Intermediate (or A-Level) details: board, discipline, obtained marks and total marks. The percentage is worked out for you, so type the numbers exactly as they are printed on your certificates. If the form asks for later results too, enter them the same way, exactly as your transcript shows.
Upload CNIC front and back, Matric and Intermediate equivalence or certificates, domicile, and your affidavit, each as a JPEG or PNG under 200 KB. The portal tells you when each upload succeeds. If a file is rejected, make it smaller or clearer and try again.
The Review tab shows everything you entered. Compare it with your certificates, correct anything on the earlier tabs, then press Submit. The portal will say "Thank you for applying in Honhaar Scholarship" and give you an application ID. A review-only printout is not an application: it has to be submitted.
PHEC's SOPs describe a chain of checks. Knowing it explains why you may be asked for something twice, and what to do when you are.
Each partner university or college has a Honhaar focal person who opens your application on PHEC's admin portal. They check that you really study there, that your marks and domicile are right and that your income matches your affidavit, and they enter your fee for the semester. They can verify you, send the application back for correction within a set time, or reject it with a reason.
When the verification deadline passes, the system ranks the verified students of each institution by merit and produces a provisional list. Your institution gets to see it and cross-check it.
At a university the Institutional Scrutiny and Verification Committee (IS&VC) is led by a dean, chairperson or head of department, with the admissions in-charge, someone from the finance or scholarship office and a PHEC or HED representative. In an HED college the principal leads it. Shortlisted students are called in to show their original documents. Bring the originals of everything you uploaded, plus your fee voucher, tax returns or bank statement if asked.
Every institution has a grievance committee that is independent of the verification committee. It meets within two days of the verification meetings to hear students who were left out or disagree with a decision, and it has to give reasoned answers on time.
The institution sends its minutes and its list of recommended students to PHEC, signed by the vice-chancellor or principal. PHEC's award committee approves the list and issues award letters with the terms attached. You must accept them in writing within a week.

Only these programmes qualify, and they are the same 70 that PHEC lists. Choose yours from the portal's drop-down when you apply.
Any student with a Punjab domicile who is in a selected discipline at an eligible institution, whose family earns below the income limit and who meets the minimum marks for their group. You do not need to be a certain age, and boys and girls both qualify. If all of that is true for you, the form is worth your time even if you think the competition is stiff.
Applications close on 9 November 2026. Do not leave it to the last evening: the portal gets slow when thousands of students log in together, and your documents may need a second try. Nothing on PHEC's portal promises an extension, so treat the date as final and check the official site if you hear of one.
Yes, if you are in the first semester or first year (Fall 2026) of a selected discipline at one of PHEC's partner federal or private universities. Second-year and later students at private universities are not covered. The income limit there is higher, Rs 500,000 instead of Rs 350,000, and PHEC shares the cost with the university.
No. Only the colleges on PHEC's list qualify, which means public HED colleges that run BS programmes, plus public universities and medical and dental colleges. A private or affiliated college is not eligible even if you meet every other rule.
Yes, in the selected disciplines. First-year students need at least 65% in sciences or 60% in arts and social sciences. From the second year on, HED students need the equivalent of 70% in sciences or 65% in arts.
Not if you are at a public university, a public medical or dental college or an HED college and your CGPA, GPA or annual-exam marks meet the minimum. Final-year students can apply too. Private and federal universities are only for first-year students.
There is no age limit and no gender rule. The first phase had an age cap of 22, but Phase IV has none.
Yes, a domicile from any district of Punjab is required. If the certificate has not arrived yet, upload the domicile application slip if the portal allows it, and ask your institution's focal person about it before the last date rather than after.
No. You can have one scholarship at a time. A waiver or aid from PHEC, HEC, PEEF, your own university or any other agency or donor makes you ineligible. The only exception in PHEC's SOPs is a benevolent-fund scholarship from a parent's employer.
In the first year it is the Intermediate (FSc) mark: 70% in sciences and 65% in arts at public and federal or private universities, 65% and 60% at HED colleges, and 80% for public MBBS or BDS. From the second year on it is your GPA, CGPA or annual-exam result: 70% and 65% at public universities and HED colleges, and 60% for public MBBS or BDS.
It is your cumulative grade point average, the running average of all the semesters you have finished, as shown on your official transcript. Use the figure your university has printed, not your own estimate.
Enter the results you do have, accurately, and follow the instructions on the portal. If the portal gives no way to show a pending result, speak to your institution's focal person before you submit, because a wrong number can lead to rejection.
Your family's total monthly income must be under Rs 350,000 if you study at a public institution and under Rs 500,000 at a federal or private university. It counts what your parents or guardians earn together. The affidavit is your own declaration, and your institution may ask for tax returns or bank statements to check it.
Not automatically. The minimum only makes you eligible. Winners are chosen on merit from the verified applicants, and the number of scholarships is limited. In the first year, merit counts Matric at 30% and Intermediate at 70%.
In earlier phases PHEC gave scholarships to the Matric and Intermediate toppers of all nine Punjab boards without a separate application. The SOPs do not say how that works for 2026, so watch PHEC's announcements; if you were a topper, apply through the portal anyway.
Your CNIC or B-Form (front and back), your Matric and Intermediate certificates or their equivalence certificates, your Punjab domicile, the income affidavit and a recent photograph. Each file must be a JPEG or PNG under 200 KB, clear and readable.
Download PHEC's template, fill in your name, CNIC and the correct income limit, and have it printed on e-stamp paper of at least Rs 50. It is signed by you and a witness. The template says that your family's monthly income does not exceed Rs 350,000 for public institutions or Rs 500,000 for federal or private ones. Scan the stamped, signed copy.

Each upload has to be under 200 KB. Use your phone's scan app on a lower-quality setting, or an online image compressor, and keep the writing readable. A blurry document can get your application sent back.
Register on the official Honhaar portal with your own CNIC, sign in, and complete the six tabs: Eligibility, Personal Detail, Address, Education, Documents and Review. Then press Submit. The step-by-step section on this page walks through each tab.
No. You submit online only. Your institution may later ask to see the originals of your documents in person, but you do not post anything to PHEC.
Applying is free, and nobody can sell you a scholarship. Do not pay anyone, and do not share your portal password. PHEC's genuine information is only on its own portal and official announcements. If you are being asked for money, report it to the help desk.
Pick it from the list exactly as it is shown. If it is not there, your programme may not be part of Phase IV, or your institution's setup may be incomplete. Ask your institution's focal person, who can tell you whether it is approved.
Enter whichever the portal accepts and upload proof that you are enrolled. If the portal rejects the number you have, your focal person can help you, so do not guess.
You cannot edit a submitted form yourself. Tell your institution's focal person quickly. If they send the application back for correction, fix it and resubmit within the time they give, because an unanswered correction request counts against you.
Not necessarily. Read the reason they gave. If it is something you can fix, such as an unclear document or a wrong number, correct it and resubmit in time. If you think the rejection is wrong, take it to your institution's grievance committee.
First re-read the eligibility rules on the portal, then ask your focal person. If that fails, use the Honhaar help desk, or email or phone PHEC. The contacts are at the bottom of this page.
Through your email, the portal and your institution. Check all three, and look in your spam folder. The portal also shows your application status next to your application ID.
Tuition and the university charges that go with it, such as admission, library, registration, examination, computer lab and development fees, paid by PHEC directly to the institution. It does not pay for hostel, transport, books, fines or refundable deposits. Check the list in the Overview section.
Yes. PHEC's SOPs set at least 2.50 GPA in the first semester and 2.70 CGPA overall after that on a 4.00 scale (60% in annual systems, 50% in MBBS and BDS). You get one warning in the first year; after that, missing the mark stops the scholarship for that period.
You can change course inside the same university in your first semester if your university approves and PHEC is told. You can never move to a different university: that cancels the scholarship.
The time of a freeze and any charges for it are yours. If you withdraw, are expelled or break the terms, you must repay what was spent on you, and your university collects it for PHEC.
Use only PHEC's own portal (honhaarscholarship.punjabhec.gov.pk) and its official notices. Any other site, including this guide, is only an explanation, so if anything here differs from PHEC, PHEC is right.

پنجاب کے ڈومیسائل والا ہر طالب علم جو کسی اہل ادارے میں منتخب مضمون پڑھ رہا ہو، جس کے گھرانے کی آمدن حد سے کم ہو اور جو اپنے گروہ کے کم از کم نمبر پورے کرتا ہو۔ عمر کی کوئی شرط نہیں اور لڑکے لڑکیاں دونوں اہل ہیں۔ اگر یہ سب آپ پر پورا اترتا ہے تو فارم بھرنا آپ کے وقت کے لائق ہے، چاہے آپ کو مقابلہ سخت لگے۔
درخواستیں 9 نومبر 2026 کو بند ہو جاتی ہیں۔ اسے آخری شام پر نہ چھوڑیں: جب ہزاروں طلبہ ایک ساتھ لاگ اِن ہوتے ہیں تو پورٹل سست ہو جاتا ہے، اور ہو سکتا ہے آپ کی دستاویزات دوسری کوشش مانگیں۔ کمیشن کے پورٹل پر توسیع کا کوئی وعدہ درج نہیں، اس لیے تاریخ کو حتمی سمجھیں اور اگر توسیع کی خبر سنیں تو سرکاری سائٹ دیکھ لیں۔
جی ہاں، اگر آپ کمیشن کی شراکت دار وفاقی یا نجی یونیورسٹیوں میں سے کسی میں کسی منتخب مضمون کے پہلے سمسٹر یا پہلے سال (فال 2026) میں ہیں۔ نجی یونیورسٹیوں کے دوسرے سال اور بعد کے طلبہ شامل نہیں۔ وہاں آمدن کی حد زیادہ، یعنی 350,000 کی جگہ 500,000 روپے ہے، اور کمیشن لاگت یونیورسٹی کے ساتھ بانٹتا ہے۔
نہیں۔ صرف کمیشن کی فہرست میں شامل کالج اہل ہیں، یعنی BS پروگرام چلانے والے سرکاری HED کالج، اور سرکاری یونیورسٹیاں اور میڈیکل و ڈینٹل کالج۔ نجی یا الحاق شدہ کالج اہل نہیں، چاہے باقی ہر شرط پوری ہو۔
جی ہاں، منتخب مضامین میں۔ پہلے سال کے طلبہ کو سائنسز میں کم از کم 65% یا آرٹس اور سماجی علوم میں 60% درکار ہیں۔ دوسرے سال سے HED کے طلبہ کو سائنسز میں 70% یا آرٹس میں 65% کے برابر نتیجہ چاہیے۔
نہیں، اگر آپ سرکاری یونیورسٹی، سرکاری میڈیکل یا ڈینٹل کالج یا HED کالج میں ہیں اور آپ کا CGPA، GPA یا سالانہ امتحان کے نمبر کم از کم معیار پر پورے اترتے ہیں۔ آخری سال کے طلبہ بھی اپلائی کر سکتے ہیں۔ نجی اور وفاقی یونیورسٹیاں صرف پہلے سال کے طلبہ کے لیے ہیں۔
عمر کی کوئی حد نہیں اور جنس کی کوئی شرط نہیں۔ پہلے فیز میں 22 سال کی حد تھی مگر فیز IV میں نہیں ہے۔
جی ہاں، پنجاب کے کسی بھی ضلع کا ڈومیسائل ضروری ہے۔ اگر سرٹیفکیٹ ابھی نہیں آیا تو، اگر پورٹل اجازت دے، ڈومیسائل کی درخواست کی رسید اپ لوڈ کریں، اور آخری تاریخ کے بعد نہیں، بلکہ پہلے ہی اپنے ادارے کے فوکل پرسن سے اس کے بارے میں پوچھ لیں۔
نہیں۔ ایک وقت میں ایک ہی وظیفہ مل سکتا ہے۔ PHEC، HEC، PEEF، آپ کی اپنی یونیورسٹی یا کسی اور ادارے یا فرد کی طرف سے رعایت یا مدد آپ کو نااہل بنا دیتی ہے۔ کمیشن کے ایس او پیز میں واحد استثنا والدین کے ادارے کے فلاحی فنڈ کا وظیفہ ہے۔
پہلے سال میں انٹرمیڈیٹ (ایف ایس سی) کے نمبر دیکھے جاتے ہیں: سرکاری اور وفاقی یا نجی یونیورسٹیوں میں سائنسز میں 70% اور آرٹس میں 65%، HED کالجوں میں 65% اور 60%، اور سرکاری MBBS یا BDS کے لیے 80%۔ دوسرے سال سے آپ کا GPA، CGPA یا سالانہ امتحان کا نتیجہ دیکھا جاتا ہے: سرکاری یونیورسٹیوں اور HED کالجوں میں 70% اور 65%، اور سرکاری MBBS یا BDS کے لیے سالانہ امتحان میں 60%۔

خود بخود نہیں۔ کم از کم نمبر صرف آپ کو اہل بناتے ہیں۔ فاتحین تصدیق شدہ درخواست گزاروں میں سے میرٹ پر چنے جاتے ہیں اور وظائف کی تعداد محدود ہے۔ پہلے سال میں میرٹ میں میٹرک کا وزن 30% اور انٹرمیڈیٹ کا 70% ہے۔
پچھلے فیزز میں کمیشن نے پنجاب کے نو بورڈز کے میٹرک اور انٹرمیڈیٹ ٹاپرز کو الگ درخواست کے بغیر وظائف دیے تھے۔ ایس او پیز یہ نہیں بتاتے کہ 2026 میں یہ کیسے ہوگا، اس لیے کمیشن کے اعلانات دیکھتے رہیں؛ اور اگر آپ ٹاپر رہے ہیں تو بھی پورٹل کے ذریعے درخواست ضرور دیں۔
آپ کا شناختی کارڈ یا ب فارم (دونوں طرف)، میٹرک اور انٹرمیڈیٹ کی اسناد یا ان کی مساوات، آپ کا پنجاب ڈومیسائل، آمدن کا حلف نامہ اور حالیہ تصویر۔ ہر فائل JPEG یا PNG میں، 200 KB سے کم، صاف اور پڑھنے کے قابل ہو۔
کمیشن کا نمونہ ڈاؤن لوڈ کریں، اس میں اپنا نام، شناختی کارڈ اور درست آمدنی کی حد لکھیں، اور اسے کم از کم 50 روپے کے ای اسٹامپ پیپر پر پرنٹ کروائیں۔ اس پر آپ اور ایک گواہ کے دستخط ہوتے ہیں۔ نمونے میں لکھا ہے کہ آپ کے گھرانے کی ماہانہ آمدن سرکاری اداروں کے لیے 350,000 روپے اور وفاقی یا نجی اداروں کے لیے 500,000 روپے سے زیادہ نہیں۔ مہر اور دستخط شدہ نقل اسکین کریں۔

ہر اپ لوڈ 200 KB سے کم ہونا چاہیے۔ اپنے فون کی اسکین ایپ میں کم کوالٹی کی سیٹنگ استعمال کریں یا آن لائن امیج کمپریسر، اور تحریر پڑھنے کے قابل رکھیں۔ دھندلی دستاویز کی وجہ سے درخواست واپس آ سکتی ہے۔
سرکاری ہونہار پورٹل پر اپنے شناختی کارڈ کے ساتھ رجسٹر کریں، سائن اِن کریں اور چھ ٹیبز مکمل کریں: اہلیت، ذاتی تفصیل، پتہ، تعلیم، دستاویزات اور ریویو۔ پھر Submit دبائیں۔ اس صفحے کا مرحلہ وار حصہ ہر ٹیب کے بارے میں بتاتا ہے۔
نہیں۔ آپ صرف آن لائن جمع کرواتے ہیں۔ آپ کا ادارہ بعد میں آپ کی دستاویزات کے اصل کاغذات روبرو دیکھنے کو کہہ سکتا ہے، مگر کمیشن کو آپ کچھ نہیں بھیجتے۔
اپلائی کرنا مفت ہے، اور کوئی آپ کو وظیفہ بیچ نہیں سکتا۔ کسی کو ادائیگی نہ کریں اور اپنا پورٹل کا پاس ورڈ کسی سے شیئر نہ کریں۔ کمیشن کی مستند معلومات صرف اس کے اپنے پورٹل اور سرکاری اعلانات پر ہیں۔ اگر آپ سے پیسے مانگے جا رہے ہوں تو ہیلپ ڈیسک کو اطلاع دیں۔
فہرست میں سے اسے بالکل ویسے چنیں جیسے لکھا ہے۔ اگر وہ نہیں ہے تو ہو سکتا ہے آپ کا پروگرام فیز IV میں شامل نہ ہو، یا آپ کے ادارے کی ترتیب نامکمل ہو۔ اپنے ادارے کے فوکل پرسن سے پوچھیں جو بتا سکتا ہے کہ وہ منظور شدہ ہے یا نہیں۔
جو پورٹل قبول کرے وہ لکھیں اور اپنے داخلے کا ثبوت اپ لوڈ کریں۔ اگر پورٹل آپ کا نمبر نہ مانے تو آپ کا فوکل پرسن مدد کر سکتا ہے، اس لیے اندازے سے نہ لکھیں۔
جمع شدہ فارم آپ خود نہیں بدل سکتے۔ اپنے ادارے کے فوکل پرسن کو جلد بتائیں۔ اگر وہ درخواست درستی کے لیے واپس بھیجے تو اس کے دیے گئے وقت میں اسے درست کر کے دوبارہ جمع کروائیں، کیونکہ درستی کے مطالبے کا جواب نہ دینا آپ کے خلاف جاتا ہے۔

آپ کی ای میل، پورٹل اور آپ کے ادارے کے ذریعے۔ تینوں دیکھتے رہیں، اور اسپیم فولڈر بھی۔ پورٹل آپ کے درخواست کے آئی ڈی کے ساتھ اس کی حالت بھی دکھاتا ہے۔

جی ہاں۔ کمیشن کے ایس او پیز کے مطابق 4.00 کے پیمانے پر پہلے سمسٹر میں کم از کم GPA 2.50 اور اس کے بعد مجموعی CGPA 2.70 چاہیے (سالانہ نظام میں 60%، MBBS اور BDS میں 50%)۔ پہلے سال میں ایک تنبیہ ملتی ہے؛ اس کے بعد معیار پورا نہ ہو تو اس مدت کے لیے وظیفہ رک جاتا ہے۔
آپ پہلے سمسٹر میں اپنی ہی یونیورسٹی کے اندر کورس بدل سکتے ہیں اگر یونیورسٹی منظور کرے اور کمیشن کو اطلاع دی جائے۔ آپ کسی دوسری یونیورسٹی میں کبھی نہیں جا سکتے: اس سے وظیفہ منسوخ ہو جاتا ہے۔
منجمد کرنے کا وقت اور اس کے چارجز آپ کے ذمے ہیں۔ اگر آپ دستبردار ہوں، نکال دیے جائیں یا شرائط توڑیں تو آپ پر خرچ ہوئی رقم آپ کو واپس کرنی ہوگی، اور آپ کی یونیورسٹی کمیشن کے لیے وہ وصول کرتی ہے۔
