How to go abroad through BE&OE, safely

How a foreign job is approved

  1. 1

A licensed Overseas Employment Promoter (OEP) receives a demand from an employer abroad, with a power of attorney and demand letter attested by the host country's foreign ministry or an embassy, and the visa slip or labour approval.

  2. 2

The Protector of Emigrants checks the papers and grants a permission with a number and date. A permission is valid for 120 days and lists each job, the number of posts and the terms.

  3. 3

The demand is published, and the OEP or the employer's representative selects workers.

  4. 4

Each selected worker registers with the Protector of Emigrants: documents are checked, a registration number is given, and the worker attends a briefing on the Foreign Service Agreement, health and legal rights.

  5. 5

The Protector signs and embosses the passport, which is returned with the documents.

What to take to the Protector of Emigrants office

Through a licensed agency (OEP)

  • Permission number of the demand
  • Passport
  • CNIC
  • State Life insurance certificate
  • Welfare fund (OPF) slip
  • Protector fee slip
  • Bank certificate or receipt of the OEP's service charges
  • Registration fee slip
  • Adhesive stamp fee
  • Foreign Service Agreement (FSA)
  • Soft skills certificate

On a direct employment visa (no agency)

  • Online registration request for direct emigrants
  • Visa, as the host country requires
  • Valid passport and CNIC (a photocopy of the CNIC is accepted)
  • Employment contract signed by the employer, or an undertaking approved by the Director General, BE&OE
  • Receipts of the registration fee, welfare fund and emigration promotion fee
  • State Life insurance certificate (original and duplicate)
  • NOC for ex-servicemen, government servants and nurses
  • Police character certificate (for some countries)
  • Medical fitness report from a centre approved by the host country

Not needed for any trade: affidavits from a spouse or parents for women workers, or a driving licence for drivers.

Do

  • Check that the agency's licence shows as Valid on BE&OE's list of active OEPs.
  • Ask for the permission number and find the job on BE&OE's foreign jobs page.
  • Read your Foreign Service Agreement and have it protected at the Protector of Emigrants office: every emigrant is legally bound to.
  • Keep every fee slip: they are part of the documents the Protector checks.
  • Go to the Protector of Emigrants office for your district (as on your CNIC) and attend the briefing.
  • Note the Community Welfare Attaché at the Pakistani embassy where you will work: they help if the employer breaks the agreement.

Don't

  • Don't pay an agency more than Rs 15,000 in service charges (Rs 6,000 in processing cases).
  • Don't deal with anyone who has no OEP licence number, or whose licence is not Valid.
  • Don't use an agency BE&OE has named in a show-cause notice, hearing, penalty or complaint.
  • Don't leave for work abroad without registering with the Protector: you lose the legal protection, the Rs 1,000,000 insurance and OPF membership.
  • Don't carry medicines banned in Saudi Arabia: BE&OE publishes the list.

Official fees

Through an agency (OEP)
OEP service charges (Rs 6,000 for processing cases) Rs 15,000

As published in BE&OE's emigrant fee structure. The insurance covers Rs 1,000,000 for 5 years; the welfare fund makes you a member of the Overseas Pakistanis Foundation.
