Quaid-e-Azam Memorial Fellowship

HEC announced this fellowship for the 150th birth anniversary of Quaid-e-Azam Muhammad Ali Jinnah. It sends Pakistani PhD scholars researching his life, thought, leadership and constitutional ideas to leading universities abroad, to deepen and preserve scholarship on his legacy.

About this scholarship

HEC announced this fellowship for the 150th birth anniversary of Quaid-e-Azam Muhammad Ali Jinnah, and it is unlike any other scheme on this list: it funds research on one man. PhD scholars studying Jinnah's life, vision, leadership and constitutional thought go to a leading university abroad to work with its archives and its scholars, and bring that work home.

The package is set by country: a monthly allowance of £750 in the UK, €975 in Austria, Germany and the Netherlands, €900 elsewhere in Europe, USD 1,500 in the US, USD 800 in Korea, China and Malaysia, and USD 1,200 in the rest of the world, plus one economy return ticket up to USD 1,300 that HEC arranges, and a bench fee if the host asks for it in the acceptance letter.

You must already be well into your PhD: enrolled between Spring 2023 and Spring 2025, with 18 credit hours of coursework, an approved synopsis and between 18 months and three and a half years of enrolment.

Who can apply

  • A Pakistani or AJK national enrolled full time in a PhD at a recognised university in Pakistan, with enrolment between Spring 2023 and Spring 2025.
  • At least 18 credit hours of PhD coursework, and between 18 months and 3.5 years of enrolment when you apply.
  • GAT Subject or the university's admission test passed for your PhD, and a topic and synopsis approved by BASR, DASR or equivalent.
  • An acceptance or invitation letter from a top-ranked university, institute or lab (QS or THE, overall or by subject).
  • A foreign supervisor who is at least an assistant professor and has never supervised your local supervisor.

The fellowship package

HEC arranges one economy return ticket worth up to USD 1,300 and pays a monthly living allowance by country.

A bench fee is paid only if the acceptance letter asks for it at the time of selection; later demands are not accepted.

How to apply

Documents for HEC's online form

  • Acceptance letter(s) from the foreign university, in order of preference, signed by a head of department or senior professor, with the work plan, facilities, duration and any bench fee
  • HEC's proforma filled by your foreign supervisor, and their CV
  • BASR/DASR approval of your topic, and your complete synopsis
  • A signed and stamped recommendation from your local supervisor, and their CV
  • Your CV, passport copy (or token slip), coursework transcript and GRE/GAT/admission test result
  • NOCs from HEC (if on another HEC scholarship) and from your employer (if employed)

Terms

  • Sign a bond with HEC to return and finish your PhD at your parent university; witnesses' CNIC copies and seals are required.
  • Use the fellowship within six months of the award letter.
  • Two scholars under the same local supervisor need different foreign supervisors or universities.

Who can apply for the Quaid-e-Azam Memorial Fellowship?

Full-time PhD scholars in Pakistan, enrolled between Spring 2023 and Spring 2025, whose approved research is on Quaid-e-Azam Muhammad Ali Jinnah, with an acceptance from a top-ranked foreign university.

How much is the monthly allowance?

£750 in the UK, €975 in Austria, Germany and the Netherlands, €900 elsewhere in Europe, USD 1,500 in the US, USD 800 in Korea, China and Malaysia, and USD 1,200 elsewhere.

Who can sign the acceptance letter?

A head of department or senior professor. Letters from lecturers, lab instructors or experts are not accepted.

Will HEC pay a bench fee?

Only if it is written in the original acceptance letter at selection, up to the set limits, repaid after you show the paid invoice.
